Updated RDMC Basic Services Fee Model

Q: What is the new Research Data Management Core (RDMC) Basic Data Management Service Fee?

A: The RDMC has introduced an updated service model. Beginning November 1, 2024, all sponsored projects that are classified under the Organized Research or Clinical Trials categories are required to include the Basic Data Management Service in their grant budgets.

Q: Will the RDMC Basic Services Fee apply to organized research or clinical projects set up before November 1?

A: Proposals as of November 1 will require the new fee structure. Awards that are being set up both now and after November 1 have the option to include the RDMC Basic Services Fee. Departments can choose to budget to cover the full basic fee package. That will need to be determined either at the award setup stage or as a budget revision from the department and PI.

In a scenario where there is a new notice of award that includes the previously proposed RDMC fee (0.38%), departments and PIs will need to determine if they want to re-budget for the basic fee and/or also for the add-on services. Anything that is budgeted into the RDMC account codes after November 1 will be pulled into the billing model. 

Q: Will the new RDMC Basic Services Fee requirement need to be included in a NIH Research Performance Progress Report (RPPR)?

A: If the RDMC basic services budget exists on the project, then yes, the RPPR request for funding the continuation year must continue to include the basic fee. If the department and PI wish to include the RDMC basic services fee in the continuation year, they should verify whether sponsor prior approval is needed to rebudget and coordinate with their assigned OSP Sponsored Programs Specialist/Officer to make that request. If sponsor prior approval is not required, departments can provide a budget for set-up that includes the RDMC basic services fee when the continuation notice of award arrives.

Process change for Expanded Access Programs (EAPs)

An EAP is a regulatory pathway that allows patients with serious or life-threatening conditions to access investigational drugs outside of clinical trials. Given that EAPs represent clinical care options for patients (not human subjects research), legal and financial agreements for EAPs are now managed by UNC Health. To initiate a new EAP, personnel should submit a request to UNC Health via: UNC Health Collaboration Request
