Reminder: New OSP Website is Live

NIH Salary Cap 2024

Effective January 1, 2024, the National Institutes of Health (NIH) salary cap is now $221,900. Please reference NIH NOT-OD-24-057 for additional information. The OSP Information Sheet has been updated to reflect this change.
 

Revised UNC Insurance Certificatedecorative image

New documents have been received that certify the limit of liability insurance coverage for UNC. There is now a certificate that states the limit of liability and a tort letter confirming that coverage does not expire. These documents have been uploaded to the OSP Information Sheet.
 

Updated Facilities & Administrative Guidance 

OSP has updated the F&A Guidance webpage to provide additional clarity on selecting activity types and how rates should be used. Read Post

OSP has released a new Proposal Deadlines Guidance webpage which outlines when proposals should be submitted to central offices, the components to include, and consequences for late submissions. Read Post
 

New Fringe Rate Reminders and Helpful Resources

Beginning February 1, 2024, budgets submitted for central office review must utilize the new fringe benefit rates instead of one composite rate for permanent employees. Read Post

A Note on OSP Forms on the New Website

Notable Recent Changes to OSP Forms


Cash Advance Form (PDF)
  • Cash advance recipient is now listed on the form and this individual must also sign the form (excludes subrecipients).
  • The department contact no longer needs to sign the form.  
Outgoing Subagreement Research Subjects & Data Transfer Form (PDF) SBIR/STTR Template Agreement (PDF)
  • Agreement includes a DRAFT watermark which will be removed by OSP once the negotiation is finalized.

Q: What resources are available for planning for research data management and sharing?
A: 
The Research Data Management Core (RDMC) website has pre-award and data guidance, as well as tools and resources to help with building data management plans. 

Q: What is the Research Data Management and Core (RDMC) fee
A: The RDMC fee is expensed on ConnectCarolina account code 559011 - VCR Research Data Management Fee and will be applied to projects even if the RDMC fee line item was NOT included in the original budget. Please reference the OVCR memo to learn more about the background and updates on addressing research data management needs at UNC.  

Q: What projects are subject to the RDMC fee?
A: The RDMC fee (expensed on account 559011) will apply to monthly Modified Total Direct Cost (MTDC) expenditures at 0.38% of all sponsored projects set up in ConnectCarolina with an F&A Activity Type of Organized Research (OR), Clinical Trials (CT), or Phase 4 Clinical Trials (C4). Please reference the F&A Activity Types webpage to learn more about the different types of classifications.

Q: How is the RDMC charged to a sponsored project?
A: 
The RDMC fee is charged to sponsored projects as part of a monthly allocation similar to how F&A allocates. For example, if $1000 of MTDC expenses posted to a project from 1/1-1/31, then $3.80 would be posted to the project on account 559011 within the first few business days of the following month. 

Q: How can I tell which F&A Activity Type my project is set up on?
A: In RAMSeS, it is displayed on the Project Administration screen within the General Tab as "F&A Activity Type". In RAM Reports, it is listed on the Award Summary screen as "Award Purpose".

Q: Which proposals should budget for the RDMC fee? 
A: All proposals that are designated an activity type of Organized Research (OR) or Clinical Trials (CT or C4), need to budget for the fee based on MTDC, excluding subcontracts. 

Q: Are there resources available to assist with budgeting?
A: For ease of budgeting, the School of Medicine Sponsored Programs Office (SOMSPO) offers access to an NIH budget template which includes the fee as a line item and the RDMC offers boilerplate budget justifications.

Q: What is the method used for calculating the RDMC fee?
A: The RDMC fee is determined based on the Modified Total Direct Cost (MTDC), at a rate of 0.38%

Q: When does the Data Management & Sharing (DMS) screen appear in the RAMSeS IPF?
A: The DMS screen appears when Chess Codes 01-Research & Development (R&D) or 05-Clinical Trial is selected as the Chess Code/Activity Type on the General Info screen of the IPF. Exceptions are in place to exclude training and fellowship awards if the submission is for an NIH Grant. 

Q: Is there available guidance for completing the DMS screen in the RAMSeS IPF?
A: Please review instructions for completing the DMS screen on the RDMC RAMSeS IPF guidance page

Q: Does the DMS plan need to be approved in order for the IPF/proposal to be approved?
A: No, currently, the direction to upload the DMS plan to RAMSeS is for the RDMC to audit and review, as time permits, plans that are not submitted using the DMPTool.  

Q: If the proposal is an Incoming Subaward, do we still need to budget for the fee and include a DMS plan?
A: Yes, the RDMC fee needs to be included in the budget of an incoming subaward proposal if the activity type is Organized Research or Clinical Trial. Yes, the DMS plan for UNC efforts only should be submitted either in the DMPTool or as an attachment in RAMSeS; however, an RDMC approved plan (though recommended) is not required as part of a proposal submission component. 

Q: Are subcontracts accessed the RDMC fee? 
A: No, subcontract project IDs are excluded from the fee and any charges that may have been posted in November have been reversed. If you see any outstanding issues, please email OSPHelp@unc.edu

Q: Is F&A (indirect) charged on the RDMC fee?
A: Yes, the RDMC fee will collect F&A as other MTDC expenses according to the F&A rate assigned to the project.

Q: How can I tell which projects have been approved for an RDMC fee waiver?
A: Any project with an approved waiver will have a RAMSeS red alert Note indicating that the project has been excluded from the RDMC allocation. Please also email OSPHelp@unc.edu if you need clarification.
