Update to OSR Operating Standard 500.12

(OSR) has revised Operating Standard 500.12 - Consultants. Key changes are that PI signatures on invoices and agreements between the Dept and Consultants are no longer required. Continued

Ask OSR

How do I receive help on questions for the Subagreement Initiation Portal (SIP)?

Please email ResAdminOSR@unc.edu with any questions about SIP. For detailed assistance on using SIP, visit our SIP Help-Training webpage. For specific subagreement questions, email your Sponsored Projects Specialist.


How do I revise information on SIP that I have already submitted?

Please make the necessary changes within the confirmation email that you received and email the corrections to ResAdminOSR@unc.edu. DO NOT create a new SIP form to make revisions.


Subagreements are only issued for one year, if the sponsor provides us with funding for more than a year, how do I handle SIP submittals?

Please only submit the documentation needed for the year that is being issued. Per OSR process, we will require this information each year in order to issue the subagreement.

Accounts Payable Tax Reporting Obligations for Study Subjects

For tax purposes, all study subject payments in 2019 that equal $200 or more must be reported. The deadline for reporting this information to Accounts Payable is 5:00pm December 20, 2019Continued


Campus Deposit Deadlines for Calendar Year End

Please note that all cash/check deposits must be received by 9 AM Thursday, Jan. 2, 2020 to be considered a December 2019 deposit. All credit cards and electronic deposits made prior to Thursday, December 19 will be processed as normal. Continued
 

Sales tax on P-Card purchases

Prior to ordering, inform the merchant that you are making a university purchase and will need to have the sales tax removed. Continued
 

Resource for More Accurate Voucher Payments

Campus users are reminded and encouraged to use the Review Supplier page before creating a campus voucher to avoid selecting an incorrect supplier when paying employees, students and affiliates.Continued


NIH Operating Under Continuing Resolution

Continuing the procedures identified under NOT-OD-19-031, the NIH will issue non-competing research grant awards generally up to 90% of the previously committed level. Continued
 

NSF Biosketch Update

Beginning January 2020, NSF will only except PDF biosketches through an approved format. SciENcv is now an approved format. Continued


Revised Suspense Charges Reports

New enhancements are available in the Suspense Charge Report. Key changes include:   
  • Amounts now shown in separate columns for earnings, deductions and taxes 
  • Fiscal Year filter has been added to both the Department and School reports
