New Budgeting Guidance on Graduate Student Fees Mandate
The Graduate School announced a new mandate updating University guidelines for payment of mandatory graduate student fees. OSR has identified the applicable standard fees that may be charged to Federal research funding and updated budgeting guidance. Continued

The RAMSeS Internal Processing Form (IPF) displays a new question in the “General Proposal Information” section concerning international research. Continued

Updated Fringe Benefits
The updated Fringe Benefits memo for 2019 has been released. It outlines the new rates that apply to employees paid from sponsored projects and budgeting for proposals. Continued
Updates to OSR Forms & Tools
OSR has updated the Budget Revision form to include additional GL account codes, as well as revised instructions with steps to verify and certify signatures in Adobe for the form. Revised F&A Waiver forms are also available. Continued
Invoices & Financial Reports in RAMSeS
A reminder that invoices and financial reports may be found in the RAMSeS Billing Tab for all projects beginning from Fiscal Year 2017 and onward. Continued

How do I request access in RAMSeS to manage awards?
Access to RAMSeS is provided by your department's Role Manager via BackBone.
What is BackBone?
BackBone is the system that manages functional and data access roles for Office of Research Information Systems (ORIS), such as RAMSeS, IRBIS and Blue.
How do I find my department's Backbone Role Manager?
Go to BackBone, click the Department link and search by your departments code or name. Click on the code's hyperlink and select the Assigned Roles tab. Continued

NSF: Reporting Harassment Findings & Actions
The NSF announced terms and conditions requiring the University to report findings about any NSF-funded principal investigator or co-principal investigator that involve sexual harassment, sexual assault or other forms of harassment. Continued

Inappropriate foreign influence in University research is receiving significant attention. The new "Foreign Influence" feature on the Research Compliance Learning Community website provides information and guidance regarding this. Continued
NIH Salary Cap Released for FY19
Effective January 6, 2019, the salary cap for Executive Level II is $192,300. Continued
New Purchasing Card Allowable Charges
In coordination with the Carolina Excellence initiative, in-restaurant dining expenses for University business can now be paid using a University purchasing card (P-Card) effective immediately. For more information, see the March 29 memo.
New NIH 2-Step RPPR Submission Process
With the launch of the new Human Subjects System (HSS), there is now a new two-step submission process for any Research Performance Progress Reports (RPPR) reporting inclusion enrollment updates. Continued
Revised Account Code Definitions for Third Party Reimbursements
To facilitate appropriate recording of third party reimbursement transactions, account descriptions for account code 441610 has been changed from “Reimbursement” to “Professional Service Reimbursements”, and account code 441813 has been changed from “Sales-Card Usage” to “Third Party Reimbursements”. Questions concerning usage of these two accounts can be directed to Yiwen Wang, ywwang@email.unc.edu.
UNC Implementation of Revised IRB Common Rule
As the new IRB Common Rule goes into effect, UNC's Office of Human Research Ethics has revised their FAQs and informed consent templates. Continued
2019 Travel Mileage Updates
Effective January 1st, 2019, the allowable business standard mileage rate will be 58 cents per mile when using a personal vehicle for round trips under 100 miles, and 33 cents per mile for round trips that exceed 100 miles. Continued
